To enable this
1. Click on start\run
2. type regedit & hit enter
3. Navigate to this path HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced
4. Double click Value Data called "EnableBalloonTips" (if you don't see any value data named as "EnableBalloonTips" Create the Value Data by right clicking on the right panel & add a Dword Value called EnableBalloonTips Double click on it & change the HexaDecimal value to 1
* To Disable this change the HexaDecimal value to 0
